재외동포청 출범 후 첫 "세계한인의 날 기념식" 서울에서 열려 > 총연합회 소식 및 행사 결과

윤석열 대통령은 10월 5일 ‘세계 한인의 날’을 맞아 “글로벌 네트워크를 강화하면서 세계 곳곳에 우리 기업과 국민, 750만 동포 여러분이 함께 힘을 모아 뛸 수 있는 운동장을 넓혀 나가겠다”고 말했다. 윤 대통령은 이날 서울 잠실 롯데호텔 월드에서 열린 ‘제17회 세계 한인의 날’ 기념식 현장 축사에서 “정부는 재외동포청을 중심으로 전 세계 동포 여러분을 꼼꼼하게 살필 것”이라며 이같이 밝혔다. 이날 기념식은 재외동포청이 지난 6월 출범한 이후 처음 개최한 세계 한인의 날 행사로, ‘2023 세계한인회장대회’를 겸해 진행됐다.

윤 대통령은 “새로운 기회를 찾아 시작된 120년 이민 역사는 그동안 대한민국 역량을 키워나가는 데에 큰 힘이 됐다”고 감사를 표했다. 이어 “하와이의 뜨거운 사탕수수밭과 중남미의 선인장 농장에서 번 돈은 우리 독립 자금으로 쓰였다. 파독 광부와 간호사들의 현지 송금은 우리 산업화 과정에서 소중한 종잣돈이 됐다”며 “대사관을 비롯해 일본에 있는 공관 10개 중에서 9개가 재일동포 기증으로 조성될 정도로 모국 사랑은 각별했다”고 소개했다.

윤 대통령은 “초기 해외 진출은 그 시작이 고되고 미미했지만, 여러분의 각고의 노력으로 위대한 한국인의 이민사, 경제사를 써 내려왔다”고 자부심을 드러냈다. 윤 대통령은 “동포 여러분이 조국에 대한 긍지와 자부심을 가질 수 있도록 더 많이 기여하고 국제사회에 더 많이 협력할 것”이라며 “전 세계 자유, 평화, 번영에 기여하는 ‘글로벌 중추 국가’ 비전 실현에 동포 여러분이 함께하고 도와 달라”고 당부했다.

기념식에는 윤 대통령 부인 김건희 여사와 박진 외교부 장관, 이기철 재외동포청장, 대통령실 조태용 국가안보실장과 김태효 국가안보실 1차장, 국민의힘 재외동포위원장인 김석기 의원과 태영호 의원 등 주요 인사와 세계 192개 지역 한인회장 등 총 450여 명이 참석했다.

‘파친코’ 출연 재일한국인 3세 박소희 씨
   “자이니치, 한일 모두 200% 가진 존재”

   이날 행사에서는 재일한인 3세이자 미국 시민권자로서 할리우드에서 활동 중인 배우 박소희 씨가 차세대 동포 대표로서 답사를 낭독했다. 박 씨는 일제강점기 일본으로 건너온 가족의 4대에 걸친 연대기를 담은 드라마 ‘파친코’에 둘째 아들 역으로 열연했다. 할리우드에서 ‘소지 아라이’라는 이름을 쓰고 있다는 박 씨는 “일본 친구 말처럼 내가 돌아가야 하는 나라는 어디일까. 드라마 ‘파친코’를 만나면서 그렇게 찾아 헤맨 나의 조국이 어디인지 알게 됐다”며 “드라마를 통해 자이니치의 존재를 알릴 수 있어 좋았다. 한국과 일본을 모두 200%를 가진 존재, 저는 자랑스러운 자이니치”라고 강조했다. 이어 “전 세계 한인들에게 ‘우리가 한인이라는 정체성을 잃지 않고 살아갈 때 비로소 진정한 200%의 내가 되는 것’이라고 말하고 싶다”며 “저는 자이니치로 자랑스러운 재외동포가 되겠다. 대한민국은 저에게 든든한 울타리가 돼 달라”고 말해 현장의 큰 박수를 받았다.

  김병직 미주한인총연합회 공동회장은 기념사에서 “대한민국 1호 영업사원 윤석열 대통령과 함께 750만 영업사원이 돼 2030 부산엑스포 유치와 한류 문화를 적극적으로 홍보하겠다”고 말했다. 기념식에서는 배효준 아시아파운데이션 이사장이 지난 35년간 한일 문화교류에 기여한 공로를 인정받아 국민훈장 무궁화장을 받는 등 동포 5명에 대한 정부포상 수여식도 진행됐다.

2023 세계한인회장대회도 열려… 동포사회·모국 동반성장 모색
  60개국 한인사회 리더 400여명 참가… “한인 권익 신장·소통 강화”

  전 세계 한인사회 리더들이 모여 동포사회와 모국의 동반성장을 모색하는 ‘2023 세계한인회장대회’가 10월 4~6일 사흘간 서울 잠실 롯데호텔 월드 크리스탈볼룸에서 열렸다. ‘자랑스러운 재외동포, 든든한 대한민국’이라는 슬로건으로 열리는 올해 대회는 60여 개국 현직 한인회장과 대륙별 한인회 연합회 임원 등 400여 명과 국회, 정부 유관기관 관계자 등 총 500여 명이 참가했다.

  10월 4일 개회식에는 김석기 국민의힘 재외동포위원장, 임종성 더불어민주당 세계민주회의 수석부의장, 태영호 국민의힘 의원, 김홍걸·이원욱 더불어민주당 의원, 이기철 재외동포청장, 유정복 인천시장, 박기태 사이버외교사절단 반크 단장 등이 참석했다. 해외에서는 대회 공동의장인 여건이 재일본대한민국민단 단장·김병직 미주한인회총연합회 회장, 심상만 세계한인회총연합회장, 윤희 아시아한인회총연합회장, 유제헌 유럽한인회총연합회장 등 대륙별 한인회연합회장 등도 함께했다.

재외동포청장 “재외동포들에게 실질적 도움 드리도록 최선 다하겠다”

이번 대회에서는 미국, 유럽, 캐나다, 아시아 등 10개 지역별 현안 토론과 한인회 우수 운영사례가 발표됐다. 또 법무부와 중앙선거관리위원회 등 정부 기관이 참여하는 정부와의 대화가 진행됐으며, 유관기관 홍보부스도 운영됐다. 특히 재외동포청의 동포 정책에 대한 전반적인 설명과 동포들이 한국 방문 시 이용하는 서비스지원센터의 원스톱 민원 서비스를 소개하는 등 ‘정부와의 대화’ 프로그램도 제공됐다.

한인회장들은 폐막일인 10월 6일 열린 전체 회의에서 ‘글로벌 중추국가 실현과 인류 공동번영 기여’, ‘재외동포 정체성 함양과 자긍심 제고를 위한 공동 노력’, ‘대한민국 발전상 알리기 공공외교 전개’, ‘재외선거 제도 보완과 복수국적 문제 해결을 위한 국적법 개정’, ‘재외동포 교육문화센터 조속 건립 촉구’, ‘부산 엑스포 유치 지지’ 등 8개항의 결의문을 채택했다. 최우수 한인회 운영사례로는 ‘튀르키예 대지진피해 이재민을 위한 한국마을 건립 사업’을 발표한 튀르키예한인회가 선정됐다. 차기 대회 공동의장은 김점배 아프리카중동한인회총연합회장과 현광훈 대양주한인회총연합회장이 선정됐다.

이기철 재외동포청장은 환송사에서 “전 세계 한인회장을 만나 뵙고 직접 소통할 수 있었던 것이 이번 대회의 가장 큰 의미”라며 “재외동포청은 750만 재외동포들에게 실질적인 도움을 드리도록 최선을 다하겠다”고 밝혔다.

“We will strengthen our global network and expand the playing field for our businesses, people and 7.5 million compatriots around the world to gather and run together,” he said. “The government, with the Overseas Koreans Agency at the center, will keep a close eye on our compatriots around the world.”

The ceremony was the first Korean Day event organized by the Overseas Koreans Agency since its launch in June and was held in conjunction with the 2023 World Korean Association Presidents’ Conference.

“The 120-year history of immigration, which began in search of new opportunities, has been a great momentum for developing Korea’s capabilities,” Yoon said. “The money earned from the hot sugar cane fields of Hawaii and the cactus farms of Central and South America was used to fund our country’s independence.

Remittances from miners and nurses dispatched to Germany became valuable core funds of our industrialization process. I’m not sure if you’re aware that 90 percent of Korean embassies in Japan, including the embassy and consulate general, were built thanks to donations from Korean residents in Japan. That’s how special the love our overseas compatriots had for their home country was.”

President Yoon expressed his pride, saying, “Our compatriots’ initial overseas expansion started out arduous and insignificant, but through your hard work, you have written the great immigration and economic history of Koreans.

“We will contribute more to and cooperate more with the international community so that our compatriots can have pride in their home country,” he said, entreating “compatriots to join us and help us realize our vision of becoming a global hub that contributes to freedom, peace and prosperity around the world.” In attendance were 450 people, including first lady Kim Keon Hee, Foreign Affairs Minister Park Jin; Overseas Koreans Agency Commissioner Lee Keycheol; National Security Adviser Cho Tae-yong; Kim Tae-hyo, first deputy chief of the National Security Office; Rep. Kim Seok-ki, chair of the Overseas Koreans Committee; and Rep. Tae Young-ho, as well as presidents of Korean associations from 192 regions around the world.

‘Pachinko’ star Park Sohee, a third-generation Korean Japanese,
   ‘As Zainichis, we have 200 percent of Korea and Japan in our identity’

   Park Sohee, a Hollywood actor who is third-generation Korean Japanese and a U.S. citizen, read a speech at the event as a representative of the next generation of overseas Koreans. Park starred as the second son in “Pachinko,” a drama that chronicles four generations of a family who immigrated to Japan during the Japanese occupation.

  “As my Japanese friend asked, ‘Which country should I go back to?’ Through the drama ‘Pachinko,’ I found the country I was looking for,” said Park, who goes by the name Soji Arai in Hollywood. “It was good to be able to promote the existence of Zainichi through the drama. I am a proud Zainichi who is 200 percent Korean and Japanese. I would like to say to Korean compatriots around the world, only when we live our lives without losing our Korean identity will we truly become 200 percent of ourselves.

  “As a Zainichi I hope to make you proud as an overseas Korean, and I hope Korea will build a strong fence for me,” he continued, drawing loud applause from the audience.

  In his speech at the ceremony, Kim Byung-jik, co-president of the Federation of Korean Associations USA, said, “Together with President Yoon Suk Yeol, the No. 1 salesman for Korea, we will also become 7.5 million salespeople and actively promote the 2030 Busan Expo bid and ‘hallyu’ culture.”

  The ceremony also featured the presentation of governmental awards to five compatriots, including the awarding of the Grand Order of Mugunghwa to Bae Hyo-joon, chairman of the Asia Foundation, in recognition of his contributions to cultural exchanges between Korea and Japan over the past 35 years.

2023 World Korean Association Presidents’ Conference seeks shared growth of compatriots and motherland

  The 2023 World Korean Association Presidents’ Conference, which brings together leaders of the Korean community from around the world to seek shared growth between the diaspora and their home countries, was held at the Lotte Hotel World Crystal Ballroom in Jamsil, Seoul, from Oct. 4-6. Held under the slogan “Proud Overseas Koreans, Strong Korea,” this year’s conference was attended by around 500 people, including the current presidents of Korean associations from over 60 countries and executives from federations of Korean associations, as well as more than 100 representatives from the National Assembly and related government agencies.

  The opening ceremony on Oct. 4 was attended by Kim Seok-ki, chairman of the National Committee for Overseas Koreans (People Power Party); Lim Jongsung, senior vice president of the World Democratic Congress (Democratic Party of Korea); Rep. Tae Young-ho (PPP), Reps. Kim Hong-gul and Lee Wonwook (DP); Lee Key-cheol, commissioner of the Overseas Koreans Agency; Incheon Mayor Yoo Jeong-bok; and Park Ki-tae, president of the cyber diplomatic network VANK.

  From overseas, attendees included event co-chairs Yeo Geon-yi, head of the Korean Residents Union in Japan (Mindan), and Kim Byung-jik, president of The Federation of Korean Associations USA, who were joined by the presidents of Korean association federations by continent, including Shim Sang-man, president of the World Assembly of Korean Associations; Yoon Hee, president of the Asian Federation of Korean Associations; and Yoo Jeheon, president of the Association of Korean Residents in Europe.

OKA commissioner: ‘We will do our best to provide practical help to overseas Koreans’

The event featured discussions on the current issues in 10 regions, including the U.S., Europe, Canada and Asia, as well as presentations on the best practices of Korean associations. In addition, dialogues with government agencies, such as the Ministry of Justice and the National Election Commission, were held, and booths for related organizations were also operated. In particular, the “Dialogue with the Government” program provided an overall explanation of the Overseas Koreans Agency’s policies for Koreans and introduced the one-stop civil request handling service provided by the Service Support Center that compatriots can use when visiting Korea.

At the plenary session on the closing day of the conference on Oct. 6, the Korean association presidents adopted eight resolutions, including “Becoming a global hub and contributing to the shared prosperity of mankind,” “Making joint efforts to foster overseas Korean identity and pride,” “Conducting public diplomacy to promote Korea’s development,” “Amending the Nationality Act to improve the overseas voting system and resolving the issue of multiple nationalities,” “Urging the establishment of an overseas Korean educational and cultural center” and “Supporting the Busan Expo bid.”

The best case study of a Korean association’s operation was selected as the Korean Association of Turkey, which presented a project to build a Korean village for victims of the Turkey earthquake. The cochairs of the next congress will be Kim Jum-bae, president of the Middle East and Africa Korean Association, and Hyun Kwang-hoon, president of the Federation of Korean Associations in Oceania.

In his closing speech, OKA Commissioner Lee Keycheol said: “The greatest meaning of this convention is that we were able to meet and communicate directly with the heads of Korean organizations from around the world. The Overseas Koreans Agency will do its best to provide practical help to the 7.5 million overseas Koreans.”
