재외동포 인구 2년 새 732만명서 708만명으로 감소 > 재외동포 자료

재외동포 인구가 2년 전 732만명에 비해 3.3%(24만3천여명) 감소한 708만명으로 집계됐다. 재외동포청은 최근 이런 현황이 담긴 ‘2023 재외동포 현황’(2022년 말 기준)을 공개했다. 동포청은 매 홀수 연도에 재외공관을 통해 동포 현황을 파악한다.

현황은 인구조사, 이민국 자료 등 공식 동계와 공관 직접 조사, 재외국민등록부 등 민원 처리 자료, 동포 단체 자료 등을 활용해서 추산·추정하고 있다. 이에 따르면 181개국에 708만1천510명의 재외동포가 거주하고 있는 것으로 나타났다.

이 중 재외국민은 246만7천969명, 외국 국적의 동포는 461만3천541명으로 직전 통계 대비 각각 1.73%인 4만3천552명, 4.15%인 20만81명이 감소했다. 재외국민 중에선 유학생이 15만 1천116명으로 2년 전에 비해 11.8%인 2만227명이 감소해 그 폭이 가장 컸다.

국가별로는 중국 지역 동포가 코로나19로 인한 경기침체의 영향으로 귀국자 등이 늘어 전체 감소의 98.8%인 24만695명이 줄어들었다. 또 러시아-우크라이나 전쟁으로 영향으로 러시아, 우크라이나 등 유럽 지역 재외동포도 2만907명 감소했다. 반면 남아시아태평양 지역은 코로나19 상황 호전 등으로 6.35%인 3만1천70명, 중남미 13.8%인 1만2천462명, 아·중동 5.54%인 1천544명이 각각 증가했다. 반면 남아시아태평양 지역은 코로나 상황 호전 등으로 6.35%인 3만1천70명, 중남미 13.8%인 1만2천462명, 아·중동 5.54%인 1천544명이 증가했다.

재외동포가 가장 많이 거주하는 상위 10개국은 미국(261만5천419명), 중국(210만9천727명), 일본(80만2천118명), 캐나다(24만 7천362명), 베트남(17만 8천122명), 우즈베키스탄(17만 4천490명), 호주(15만 9천771명), 러시아(12만4천811명), 카자흐스탄(12만1천130명), 독일(4만9천683명)이었다. 지난 조사에서 8위였던 베트남은 2만1천792명이 늘어 5위로 세 단계 상승했고 러시아는 전쟁 여파로 4만3천715명이 줄어 6위에서 8위로 두 단계 하락했다.

‘2023 재외동포 현황’은 책자로 발간돼 주요 정부 기관, 대학, 연구기관, 공공도서관, 언론기관 등에 배포되며, 정부의 재외동포에 관한 정책 수립은 물론 우리 국민들의 해외여행이나 기업의 해외 진출 시 기초자료로도 널리 활용될 것으로 기대된다.

The population of overseas Koreans decreased by 3.3 percent (about 243,000 people) to 7.08 million compared with 7.32 million two years ago. The Overseas Koreans Agency (OKA) recently released the 2023 Status of Overseas Koreans (as of the end of 2022), which explains this status.

Every odd-numbered year, the OKA checks the status of the overseas Korean population through diplomatic missions.

The status is estimated from official statistics and embassy surveys, including census and immigration data; civil service data, such as the Overseas Koreans Registration; and data from compatriot organizations. According to the data, there are 7,081,510 overseas Koreans residing in 181 countries.

Among them, there are 2,467,969 Koreans residing abroad and 4,613,541 Koreans with foreign nationality, which shows a decrease of 1.73 percent, or 43,552 people, and 4.15 percent, or 200,081 people, respectively, compared with the previous statistics. Among Koreans residing abroad, the number of international students was 151,116, a decrease of 20,227, or 11.8 percent, compared with two years ago, showing the largest decrease per category.

By country, the number of compatriots in China decreased by 240,695, which is 98.8 percent of the total decrease, as the number of people returning home increased due to the economic downturn during COVID-19. Additionally, due to the impact of the RussoUkrainian War, the number of overseas Koreans in Europe, including Russia and Ukraine, decreased by 20,907. On the other hand, the population in the South Asia-Pacific region increased by 31,070 people (6.35 percent), Central and South America by 12,462 people (13.8 percent), and Asia and the Middle East by 1,544 people (5.54 percent) due to the improving COVID-19 situation.

The top 10 countries with the largest number of Koreans residing abroad are the United States (2,615,419 people), China (2,109,727 people), Japan (802,118 people), Canada (247,362 people), Vietnam (178,122 people), Uzbekistan (174,490 people), Australia (159,771 people), Russia (124,811 people), Kazakhstan (121,130 people) and Germany (49,683 people). Vietnam, which was ranked eighth in the previous survey, rose three ranks to fifth, with an increase of 21,792 people. Russia fell two ranks from sixth to eighth with a decrease of 43,715 people due to the continuing war.

The 2023 Status of Overseas Koreans will be published as a booklet and distributed to major government agencies, universities, research institutes, public libraries and media organizations. It is hoped that it will be widely used as basic data not only for government policymaking but also for citizens’ overseas travel and companies’ overseas expansions.
